Defining a Smart Mobility Pilot Before Testing Begins

Published by JMB Project Management Co. LLC

A smart mobility pilot should answer a defined question. Without that purpose, a demonstration can produce activity and data while leaving decision makers uncertain about the next step.

Start by agreeing what the pilot is intended to establish, where it will operate and who has authority over its technical, operational and safety decisions. The project plan should reflect the controls required by the responsible specialists and authorities.

Frame the question and the boundaries

Describe the proposed use case and the conditions being examined. Define what is included and what the pilot will not establish. A result from a controlled setting should not automatically be treated as evidence for every operating environment.

Agree the duration, participants, responsibilities and criteria for stopping or changing the test. These should be appropriate to the technology and approved operating arrangements.

Establish approvals and readiness

Identify the approvals and specialist reviews required for the proposed activity. Do not assume that another organization’s trial authorises your own.

Dubai RTA’s announcement on operational autonomous driving test permits provides an example of the authority’s role in specific trials. It is background context, not a statement of the permissions available for a new project.

Track readiness across equipment, personnel, communications, monitoring and response arrangements. Technical and safety owners should define the evidence needed in their areas.

Agree how evidence will be assessed

Specify what data will be collected, how it will be reviewed and who will interpret the results. Include the applicable privacy and information handling requirements through the responsible specialists.

Record limitations and exceptions alongside the findings. A useful pilot report explains both what the evidence supports and what remains uncertain.

Plan the decision after the pilot

Define the options leadership will consider: further testing, a revised approach, a later phase or closure. The next step should depend on the evidence and approvals, with resource implications made clear.
